Kennedy in 1963.  Brass plate engraved on base reads: To John Fitzgerald Kennedy, President of the Unites Staes, in appreciation of his distinguished leadership in improving the health and fitness of American Youth that they be fit to learn, fit to understand, to grow in grace and stature to fully live.
